This Request for Applications (RFA) solicits applications from eligible entities for a cooperative agreement to be awarded pursuant to the Great Lakes Restoration Initiative Action Plan II  (30 pp, 5.1 MB, About PDF) September 2014. 

EPA is seeking applications for a project to continue the long-term monitoring of phytoplankton in the open waters of the Great Lakes.

Up to $2.5 million may be awarded for one cooperative agreement to be incrementally funded at approximately $500,000 annually over a five-year period.

This RFA is the first of several funding opportunities available through federal agencies under the Great Lakes Restoration Initiative (GLRI) for FY2016.
