Gasoline Sulfur & Benzene Credits

The gasoline programs have an averaging, banking, and trading (ABT) component for sulfur and benzene credits. Under the sulfur and benzene ABT programs, refiners and importers have the option to generate credits for early compliance or over-compliance with the standards.

The ABT programs allows refiners and importers to choose the most economical compliance strategy (investment in technology, credits, or both) to meet the standards. In addition to compliance flexibility, the ABT programs allow EPA to set more stringent standards and achieve lower emissions and exposure nationwide earlier than expected. 

The gasoline sulfur and benzene ABT credit programs have been migrated to the EPA Moderated Transaction System (EMTS) to simplify credit tracking and compliance.
