Memorandum: Modifications to EPA Penalty Policies to Implement the Civil Monetary Penalty Inflation Adjustment Rule (Pursuant to the Debt Collection Improvement Act of 1996, Effective October 1, 2004), September 2, 2004

This memorandum modifies all existing civil penalty policies to conform to a final rule that increased statutory penalties.
