Guidance document addresses the issuance of administrative orders under 311(c) and (e) of the Clean Water Act (CWA), as amended by the Oil Pollution Act of 1990 (OPA). These provisions provide legal authority for the issuance of administrative orders for the cleanup and prevention of discharges and threatened discharges of oil and hazardous substances into navigable waters, adjoining shorelines, and certain other areas.
