Summary
EPA is making the draft MS4 Permit available for public comment. This action is the result of EPA’s efforts to reissue the MS4 Permit upon its expiration. The draft permit establishes a “maximum extent practicable” standard for improving water quality with the goal of attaining applicable water quality standards; it also contains specific TMDL-related milestones and wasteload allocations (WLAs) as discharge limits where appropriate.
Additionally, DOEE proposes to provide self-certification under Section 401 of the CWA, for the proposed draft MS4 Permit which currently allows the discharge of stormwater runoff into the waters of the District from its MS4. In accordance with District of Columbia Law 5-188, certification from DOEE that the proposed draft permit will not violate the District’s Water Quality Standards has been requested and is pending.

Notice of Intent to Extend the Public Comment Period for the Draft Phase I MS4 Permit for the District of Columbia
EPA Region III proposes to extend the 45-day public comment period for the draft District of Columbia National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit. The current comment period is scheduled to end January 3, 2017. By this notice, EPA is extending the comment period by two weeks to end on January 17, 2017.
