This Technical Support Document (TSD) provides information that supports EPA‟s determination of unit-level allocations for existing and new units under the final Transport Rule. Section VI.D of the preamble discusses state budgets, and section VII.D discusses how the budgets are apportioned (i.e., allocated) to existing and new units under FIP program structure. This TSD provides additional information in support of unit level allocations and elaborates on the data and methodology used to arrive at the final allocations.
