Toxic Substances Compliance Monitoring Grant Guidance For Fiscal Year 2017 | Compliance

Currently there are two separate grant guidance documents associated with EPA’s TSCA state and tribal assistance grants, one from Office of Compliance (OC) and one from Office of Pollution, Prevention, and Toxics (OPPT). The OC funds must be used for compliance and enforcement activities. OPPT funds must be used for the development and implementation of lead-based paint programs.

This Toxic Substances Compliance Monitoring Grant Guidance covers the following topics:

Law and EPA policy governing Toxic Substances Control Act (TSCA) grants to states and tribes,
Applicant submission requirements,
Activities that can be funded,
Minimum expectations for program implementation;
State/tribal responsibilities concerning grant accountability, and
Regional responsibilities concerning grant accountability.

This document provides guidance for use by EPA regional offices in negotiating and managing state and tribal grants under TSCA to conduct compliance assurance and enforcement activities.

describes the purposes of this grant program and EPA’s authority for issuing them,
explains what entities are eligible to apply for grants,
outlines what activities can be funded,
explains how the funds will be awarded and distributed, including the criteria EPA will consider when evaluating grant proposals,
discusses grant application submission requirements, and
summarizes grant reporting requirements.
