In April 2011, an agreement for delegation of the federal PSD program was executed by EPA Region 1 to the MassDEP. This agreement sets forth the terms and conditions according to which the MassDEP agrees to implement and enforce the federal PSD regulations as found in 40 CFR 52.21, the Code of Federal Regulations (CFR).
