Clean Air Act permitting in Puerto Rico is the shared responsibility of the Puerto Rico Environmental Quality Board of the Commonwealth of Puerto Rico (for minor New Source Review (NSR), non-attainment NSR, and Part 70 Operating permits) and EPA Region 2. EPA Region 2 retains the responsibility to issue and implement the PSD permits.
