The National Center for Environmental Research Standing Subcommittee (NCERSS) convened to discuss the following issue and answer a two-part charge. The components of the charge were developed by NCER and were considered by the NCERSS on two teleconferences and one face- to-face meeting with members of the NCER organization in Washington, DC.
