TSCA Work Plan Chemical Problem Formulation and Initial Assessment Chlorinated Phosphate Ester Cluster Flame Retardants

The goal of this problem formulation was to identify scenarios where further risk analysis may be necessary. The conclusion of this problem formulation is that EPA will assess risks to consumers, the general population and aquatic organisms exposed as a result of manufacture, processing and use of chlorinated phosphate esters cluster members.
