This rule promulgates EPA’s decision to require manufacturers and processors of 1,2,3-trichlorobenzene (CAS No. 87-61—6) to conduct environmental effects testing and for manufacturers and processors of 1,2- and 1,4-dichlorobenzene (CAS Nos. 95—50-1, 106-46—7, respectively) to conduct chemical fate testing.
