Clean Air Markets - Part 75 Emissions Monitoring Policy Manual

The Part 75 policy manual provides a series of questions and answers (Q&As) that can be used on a nationwide basis to ensure that the monitoring requirements of 40 CFR 75 (Part 75) are applied consistently for all sources affected by the programs that require sources to monitor in accordance with Part 75. This manual is intended to be a living document; EPA will issue new or revised questions and answers as they arise. If, after reviewing the regulations and this manual, you have additional questions, you should contact the appropriate Emission Monitoring Contact at EPA headquarters.

Please note that the information in this manual provides guidance only; it cannot create any rights enforceable by any party in litigation with the United States. EPA may decide to follow the guidance provided in this document, or to act at variance with this guidance, based on its analysis of the specific facts presented.

Portions of the manual are updated periodically and are incorporated into a consolidated edition. Updates are often required when the Part 75 rule is amended, to bring the policy in line with the rule revisions.

August 2013 Part 75 Emissions Monitoring Policy Manual

The 2013 revision of the “Part 75 Emissions Monitoring Policy Manual” incorporates changes prompted by the January 24, 2008; March 28, 2011; and August 12, 2011, amendments to 40 CFR 75 and the conversion of the CAMD data systems to ECMPS. This replaces the October 28, 2003, version of the policy manual and all subsequent draft versions. The new and revised Q&As are shown in redline/strikeout with respect to the May 2012 draft.
