This TSD describes how the emission inventories were prepared for air quality modeling for the years 2011 and 2023 using an updated version of the 2011, version 6.3 emissions modeling platform. This platform is based on the 2011 National Emissions Inventory, Version 2 and was used for a preliminary analysis of transport with respect to the 2015 Ozone National Ambient Air Quality Standard.
