Public Information Center

Why visit the PIC?
  • Drop in to see our multimedia exhibits.
  • Environmental and school groups can arrange tours that include, if requested, a learning experience on any environmental topic of their choice presented by an EPA expert. Programs offered include pollution prevention, water quality, household hazards, wetlands and air quality.

Building Access

Our EPA Region 3 Philadelphia Office is located on floors 1 through 16 of the building.  We are open weekdays from 8:00  am to 4:00 pm. There is limited access to our offices after hours and on weekends. The main entrance and the entrance for the disabled are on Arch Street.

All visitors must be “pre-registered” at the EPA Security Desk by their EPA Point of Contact at least 24 hours before their arrival.

Visitors over the age of 13 visiting EPA’s Philadelphia Office need to have a valid photo identification to enter (no exceptions).

All visitors will be screened by passing through a stationary magnetometer (metal detector). Their items will be screened by passing through an X-Ray machine. For visitors with disabilities who cannot move through the walk-thru magnetometer, a “Hand-Held” Metal Detector may be used. Visitors will be escorted by an EPA Employee while in EPA space at all times unless otherwise arranged. Note: Individuals representing any State, Local, and Federal Law Enforcement Organizations considered to be officially “on-duty” with the proper credentials will be permitted into EPA space.

All EPA visitors will be issued a visitors badge by Security. Visitors must be accompanied by an EPA employee. Once their business is completed, visitors must return badges to Security.

Bike Parking

There is a rack where bikes may be parked on the 17th Street side of our offices, in front of the windows to our Public Information Center.  There is also an Indego Exit  bicycle sharing station at 1750 John F. Kennedy Boulevard.

Our Center City Philadelphia location is convenient to many forms of public transportation. Visitors are encouraged to use public transportation whenever possible.

Airports

Philadelphia's major airport is Philadelphia International Airport (PHL) Exit. There is a SEPTA Regional Rail Airport Line (PDF)(5 pp, 359 K, About PDFExittrain which goes from the airport to Center City Philadelphia. The one-way or round-trip tickets can be purchased on the train. Get off at the Suburban Station stop (16th and JFK Boulevard). Exit the train and go up to the concourse level.  Walk through the concourse toward 17th and Arch and take the steps up to street level (near the regional rail ticket booths). Our building is on the corner of 17th and Arch Street (1650 Arch St.) directly across 17th Street from the Comcast Center, the tallest building in Philadelphia. Enter our building on the Arch Street side.

Taxis

Cabs are readily available on most downtown Philadelphia streets. If you are having trouble finding one, walk to a nearby hotel since taxis tend to wait for customers. Charges are by meter.

Driving Directions

From South or Philadelphia International Airport via Interstate I-95

  • Take I-95 North (you will pass the Naval Base, Stadiums, and Columbus Blvd exits)
  • Exit off on the left side of the expressway at the I-676/Callowhill exit ramp (Exit #22)
  • Stay to the left side of the ramp and follow signs to I-676 West
  • Once on I-676 drive about a half mile and take the Broad/15th Street exit; this exit will drop you off onto 15th Street going south
  • Drive 3 blocks (4th traffic light) and make a right onto Arch Street (stay to the left side)
  • Drive two blocks; our building is on the left at 17th & Arch Street

To Leave:

  • Take 16th Street North three blocks to Vine Street, make a right onto Vine
  • Take the access ramp for I-676 Eastbound is at Broad Street and Vine Street
  • Follow signs for I-95 South or Chester/Airport

From North via Interstate I-95

  • Pass the Girard Avenue exit as you travel southbound on I-95

From West via Pennsylvania Turnpike

  • Exit off of the Pennsylvania Turnpike at the Valley Forge Exit #326
  • Follow I-76 eastbound to Philadelphia via the Schuylkill Expressway
  • Drive about 10 miles; when you see Boat House Row and the Art Museum across the river to your left,  exit left onto I-676 Eastbound
  • Take the second exit (about 1 mile) which is Broad Street/15th Street exit
  • Make a right onto 15th Street as you come up the ramp
  • Drive 3 blocks and make a right onto Arch Street (stay to left side)
  • Drive two blocks; our building is on the left at 17th & Arch Street

To Leave:

  • Take 16th Street north three blocks to Vine Street, cross over Vine
  • Stay on the right side to access the ramp to I-676 westbound

From Southern New Jersey via I-295 North or Rt. 42 West:

  • Take I-295 North or Rt. 42 West to I-76 West toward the Ben Franklin Bridge/Camden
  • Stay on the far right outside lanes and follow signs for I-676 North (Exit 2 Camden/Ben Franklin Bridge)
  • Take I-676 to the Ben Franklin Bridge
  • As you come off the Ben Franklin Bridge and approach the traffic light, stay in the center lanes
  • Keep going straight and follow signs for I-676 again
  • Once on I-676 West drive about half a mile and exit at the Broad/15th Streets exit; this will drop you off onto 15th Street going south
  • Drive 3 blocks (4th traffic light) and make a right onto Arch Street (stay in left lane)

  • Take the Betsy Ross Bridge directly to I-95 South, Philadelphia

Building Access

The Chesapeake Bay Program Office is on the first floor of Building B facing the harbor.

Our Chesapeake Bay Program Office is open weekdays from 7:30 am to 4:30 pm. There is limited access to our offices after hours and on weekends. The main entrance is Building B, Suite 112. This is the same entrance for the disabled.

All EPA visitors must sign in at the reception desk. Visitors must be accompanied by an EPA employee.

Driving Directions and Parking

From the North:

  • Take 1-95 South to Baltimore (I-695)
  • Take I-695E to I-97S to Rt. 50/301 interchanges
  • From Rt. 50 take exit 24, Annapolis-Rowe Blvd.
  • Take Rowe Blvd. to the end at the State Capitol
  • After passing the traffic light at Taylor Ave, get into the left lane; at the end of Rowe Blvd. turn right onto College Avenue
  • After the next traffic light you will be in Church Circle; follow this circle (center lane) until you see Nations Bank and the Maryland Inn on the two sides of Duke of Gloucester St.
  • Turn right at this point and follow the street to its end;  as you approach the end, move to the right side
  • Make a right at the end
  • Go across the bridge, then get into the left lane before you reach the traffic light at Severn Avenue
  • Make a left onto Severn and go one-and-a-half blocks to a parking lot or park for free on the street

Airport and Public Transportation

The nearest major airport is the Baltimore-Washington International Thurgood Marshall Airport (BWI) Exit. AMTRAK rail service is available to Baltimore, Washington, New Carrollton and BWI Airport (limited).  The City of Annapolis provides information about bus routes and schedules Exit and regional travel Exit.

Building Access

Our Environmental Science Center is located on Fort Meade.  This is a closed military Post, allowing limited visitors (see instructions below for entering Fort Meade). Our offices are located within the Environmental Science Center located on the Post.  Our offices are open weekdays from 8:00 am to 4:30 pm.  There is limited access to our offices after hours and on weekends. The main entrance to our offices is located in the front of the building facing MD Rt. 175. The entrance for the disabled is through the main entrance.

Visitors over the age of 13 visiting the Environmental Science Center need to have a valid photo identification to enter (no exceptions).

Instructions for Access to Fort Meade

You will need an Official Government Identification or photo ID, driver’s license, vehicle registration and proof of motor vehicle insurance to enter Fort Meade.

Personnel and Visitors WITHOUT Official Government Identification

Proceed to the gate at Reece Road and MD Rt.175. Upon entering Reece Road take a right into the Visitor Center.   Drive around to the back of the Visitor Center to the inspection area to register your vehicle.  You will need your driver’s license, current proof of insurance and vehicle registration. If the vehicle is not registered in your name (e.g., in your spouse’s name) you will need to provide a notarized permission letter from the owner of the vehicle.  If you are in a rental vehicle you will need to show the rental agreement.  After passing through the guard shack proceed to the Environmental Science Center described below.

Personnel with Official Government Identification, e.g., EPA EPASS (“Smart”) Card, Military Civilian Identification, DoD/Military Identification, Ft. Meade Visitor’s Badge

Proceed to the guard shack at the Reece Road/ MD Rt.175 Gate.  You will need to show your Official Government ID, Military Civilian Identification, DoD/Military Identification or Ft. Meade Visitor’s Badge to enter through the gate.  After passing through the guard shack proceed to the Environmental Science Center as described below.

Special instructions for visitors in commercial vehicles or panel vans

The Post inspects all commercial vehicles and any vehicle that could be large enough to hold explosives at a separate gate.  The gate located at Mapes Road and MD Rt. 32 must be used.  Drivers of commercial vehicles will be asked for work orders or to show a proper bill of lading.  The vehicle will be inspected for explosives.  Once through the gate, proceed straight on Mapes Road, turn left at the traffic signal at  Ernie Pyle Street (about 2 miles), and turn right into the main driveway (Ring Road) of the Environmental Science Center.

Driving Directions

From the North (Baltimore/Philadelphia)

Take I-95 south to Baltimore. As you approach Baltimore, three alternate routes can be used to go south of the city: I-95 (Ft. McHenry Tunnel), I-895 (Baltimore Harbor Tunnel) and I-695 (Key Bridge and the Baltimore beltway.) The shortest route is the I-895 Baltimore Tunnel, often called the Old Tunnel. In whatever option you choose to take around Baltimore, take Rt. 295 (Baltimore/Washington Parkway) South.  Exit at MD Rt. 175 East, Odenton/Ft. Meade exit.  Continue on MD Rt. 175 East (Annapolis Road) for about 2 miles.  Turn right at the 3rd traffic signal (Reece Road).  Enter gate area.  See above for information to access Ft. Meade.

From the South (Washington)

Take Rt. 295 North (Baltimore/Washington Parkway).  Go about 12 miles and exit at MD Rt. 175 East / Annapolis Road towards Odenton.  Continue on MD Rt. 175 East (Annapolis Road) for about 2 miles.  Turn right at the 3rd traffic signal (Reece Road).  Enter gate area.  See above for information to access Ft. Meade.

From the East (Annapolis)

From MD Rt. 450 (West Street), take Rt. 50 West (Washington).  After a short distance, bear right onto I-97 North towards Baltimore (exit 21). Continue on I-97 for approximately 6 miles, and then bear right onto MD Rt. 32 West (Odenton/Ft. Meade).  Continue on MD Rt. 32 West for about 5 miles, and then take exit 6 for MD-175/Annapolis Rd. toward Odenton/Ft Meade. Turn left at the 3rd traffic signal (Reece Road).  Enter gate area.  See above for information to access Ft. Meade.

From the West (Howard County and I-95)

From MD Rt. 32 East, take exit 10B for Rt. 295 North (Baltimore/Washington Parkway).  Go about 2 miles and exit at MD Rt. 175 East / Annapolis Road towards Odenton.  Continue on MD Rt. 175 East (Annapolis Road) for about 2 miles.  Turn right at the 3rd traffic signal (Reece Road). Enter gate area.  See above for information to access Ft. Meade.

Directions inside Fort Meade from the guard shack

After passing through the ID inspection, turn left at Ernie Pyle Street (immediate first left after guard shack). Continue on Ernie Pyle Street for approximately 4 blocks.  The Environmental Science Center is on the left.  Turn left at the main entrance before you reach the traffic signal at Mapes Road.  The main entrance is on Ernie Pyle Street but the address is labeled 701 Mapes Road.  Follow the ring road around to the visitor parking area.

Parking

Visitors parking is located in the first parking lot on the left on the Environmental Science Center campus.  Visitors must walk around the building to the main entrance which faces MD-Rt. 175 for entry to the building.  Parking for disabled individuals is located in the second parking lot on the left off of Ring Road immediately adjacent to the main building entrance.

  • Metered parking is on the street
  • Enter through the main front doors of the Church
  • Proceed up the stairs to your right or take the elevator to your left
  • Go to the 3rd floor, Suite 303 and ring the buzzer for the EPA offices

Departing:

  • Go down 11th street to Market Street/Route 2 N (parallel to Chapline)
