What we do: The Regional Administrator’s Office is responsible for protecting human health and the environment in the Pacific Northwest states and Alaska, as well as 271 federally recognized tribes. The Regional Administrator leads efforts to maintain and enhance the quality of work life for Region 10’s approximately 525 employees while effectively managing a budget of more than $300 million.

The Regional Administrator’s Division manages the community engagement and public affairs programs, tribal programs, and the EEO and civil rights programs. The Regional Administrator Division Director also serves as the chief of staff.

Office of Air & Waste

Director: Tim Hamlin

What We Do: The Office of Air and Waste carries out air and waste management programs under the Clean Air Act, Resource Conservation and Recovery Act, Pollution Prevention Act, Toxic Substances Control Act, and Diesel Emission Reduction Act. Our office implements these programs through oversight of state programs, issuing permits, tribal projects, compliance assistance, grants management, partnership efforts, program approvals, technical assistance, and projects to promote sustainable environmental results.

Office of Compliance & Enforcement

Director: Edward Kowalski

What We Do: The Office of Compliance and Enforcement conducts a variety of compliance and enforcement activities, such as data management, inspections, investigations, informal and formal enforcement, policy, state oversight, tribal work, planning, and budgeting, across multiple statutory and regulatory programs. Our office also manages several programs including as underground storage tanks, pesticides, lead (Pb), Risk Management Programs, Toxics Release Inventory, and underground injection control.

Office of Environmental Review & Assessment

Director: David Allnutt

What We Do: The Office of Environmental Review and Assessment supports program decision-making and scientific initiatives by providing scientific and technical expertise in assessing the condition of the environment. Staff collect and analyze data to characterize the environment, investigate environmental problems, and evaluate proposed solutions. Scientific and engineering capabilities are directed toward environmental modeling, monitoring and assessment, chemical and microbiological laboratory analyses, facility compliance inspections, geographic information system (GIS) support, sediment characterization and management, risk assessment, quality assurance program management, and technical assistance to partner agencies and the public.

Our office administers the Clean Water Act Section 404 dredged and fill material regulatory program, the Marine Protection, Research, and Sanctuaries Act ocean dumping program, and the environmental review provisions of the National Environmental Policy Act (NEPA) and the Clean Air Act Section 309. We also manage Region 10’s sustainability and climate change coordination functions.

Office of Environmental Cleanup

Director: Sheryl Bilbrey

  • What We Do: The Office of Environmental Cleanup is responsible for Superfund and oil spill cleanup, enforcement work, homeland security, and Brownfields program implementation. Emergency and long-term cleanup work is conducted directly by EPA, shared with the states or directed through enforcement agreements. Our work includes site evaluation, site cleanup, emergency response, oil spill prevention, emergency preparedness and planning, and the Brownfields program.

Office of Management Programs

Director: Nancy Lindsay

What We Do: The Office of Management Programs implements administrative programs and provides resource assistance for EPA's Region 10 office. Our work includes budget and financial management, Regional Diversity Strategy, management control and integrity assurance, human resources and organizational effectiveness, health and safety, space and facilities management, information technology and resources, Continuity of Operations Plan, and Environmental Management System. We also support state and local agencies, tribes, educational institutions, and non-profit organizations on assistance agreements issues.

Office of Regional Counsel

Regional Counsel: Allyn Stern

What We Do: The Office of Regional Counsel provides legal representation for EPA Region 10 and the United States in administrative and judicial matters involving the environmental statutes implemented by EPA. Such matters include civil and criminal in which EPA is named as a party or otherwise has an interest in the outcome of the litigation. Our office also counsels EPA Region 10 staff on legal interpretations of environmental laws as well as other associated laws. We provide advice on general law matters such as personnel, ethics, contracts, procurement, and grants, and in such specialized areas as the Freedom of information Act and Indian law.

Office of Water & Watersheds

Director: Daniel Opalski

What We Do: The Office of Water and Watersheds manages the Safe Drinking Water Act and Clean Water Act programs to protect human health and the environment. Our work includes supervision of public water supplies, state revolving fund programs, National Pollutant Discharge Elimination System (NPDES) permits and oversight, review and approval of water quality standards, development and approval of Total Maximum Daily Loads (TMDLs), Puget Sound protection and restoration, and tribal sanitation and safe water infrastructure.

Alaska Operations Office

Director: Dianne Soderlund

What We Do: The Alaska Operations Office is one of four state field offices in Region 10. It is located in Anchorage, Alaska in close proximity to Alaska's lead environmental agency, the Department of Environmental Conservation, and provides a local field office for EPA operations. Our office includes a senior policy advisor responsible for working across all programs to assure that the Region's work related to the oil and gas sector in Alaska is coordinated with that of other federal and state agencies, and includes consultation with interested tribes.

Idaho Operations Office

What We Do: The Idaho Operations Office is one of four state field offices in Region 10. It is located in Boise, Idaho in close proximity to Idaho's lead environmental agency, the Department of Environmental Quality, and provides a local field office for EPA operations.

What We Do: The Oregon Operations Office is one of four state field offices in Region 10. It is located in Portland, Oregon in close proximity to Oregon's lead environmental agency, the Department of Environmental Quality, and provides a local field office for EPA operations.
