About EPA's Acting Chief Financial Officer
David Bloom
David Bloom is the Deputy Chief Financial Officer at the EPA, having oversight of EPA’s annual budget and performance plan, strategic planning efforts, and financial operations, policy, and financial information systems for the agency. He also oversees the E-Enterprise for the Environment initiative.
David began his federal career at the Office of Management and Budget in 1985. In 1991, David joined the EPA’s Office of Budget, where he worked in a number of capacities until his appointment as Budget Director in 2003. As Director of the Office of Budget, he managed and directed staff overseeing the budget execution and budget formulation activities for the agency and was responsible for the preparation of the Agency’s Annual Plan and Budget. David was appointed the agency’s Deputy Chief Financial Officer in September 2014. Prior to that, he served from April 2013 to August 2014 as the Acting Deputy Chief Financial Officer for the agency. He also served as Acting Chief Financial Officer from September 2014 to July 2015. He has been at the forefront of improving the agency’s financial efficiencies and accountability, working closely with the Office of Management and Budget, Congressional staff, and the EPA’s state, local, and tribal partners.
David received a Bachelor’s degree in Business Administration from the University of Florida and a Master’s Degree in Business Administration from The George Washington University. He was a recipient of the Presidential Rank Meritorious Executive Award in 2012.
