Biofuel producers seeking to generate RINs for non-grandfathered volumes of biofuel produced from the feedstocks listed in the table above will first need to submit a facility-specific petition. For more information see How to Submit a Complete Petition.  In evaluating such petitions, EPA will combine our assessments into a full lifecycle GHG analysis and determine whether the fuel produced at an individual facility satisfies the GHG emission reduction requirements of the Clean Air Act. EPA will analyze:

  • the feedstock production and growth information from the relevant Federal Register notice above
  • the petitioners’ biofuel production processing data
  • emissions associated with the transport and use of the finished biofuel
